Digital Voting Software

Due to the Corona pandemic the Student Body Elections 2021 will be held entirely online via the voting platform POLYAS. This software allows all enrolled full-time students of HSRW to vote through an electronic device. It is not possible to vote in person on campus this year.

The election software POLYAS CORE 2.2.3. holds a security certificate for online elections issued by the German Federal Office for Information Security (2016) and adheres to the EU General Data Protection Regulations (2018). POLYAS also fulfills all requirements set out in the online election regulations of the Higher Education Act of North Rhine-Westphalia (in force since November 2020).

During the election week from June 21st to June 25th all enrolled full-time students will get access to the POLYAS platform and will be able to submit their votes. Therefore, you will receive all necessary information in advance. Detailed explanation of the voting process will come soon.

How are the elections run?

On election day, every enrolled full-time student has three ballots to vote on. One ballot lists all candidates running for the respective FSR. The next ballot lists all candidates of the respective faculty that run for the StuPa. The third ballot lists all candidates from the entire university running for the StuPa.

The seats in the Student Parliament and in the FSRs are distributed via the so-called D’hondt method. This mechanism translates the votes every list received during the elections into an actual number of seats available to every list. The method describes the use of a mathematical formula that leads to a proportional representation of lists in the StuPa and the FSRs. The overall votes every list gained is divided in several rounds, first by 1 then by 2 then by 3 and so on. The available seats, e.g., 31 in the StuPa, are then distributed on the 31st highest numbers resulting from the calculations. Following this method, lists with a high number of votes will get more seats while lists with a low number of votes will receive only a few or even no seats at all
